feat(ai-assistant): implement AI Chat UI, quick actions, store, and i18n support

Features & Changes Overview

Frontend: AI Financial Assistant UI & Interactive Features

This PR delivers the full user interface for the AI Financial Assistant, allowing users to converse with the AI, view automatic financial insights, and interact with contextual quick-actions across the app.

Key Changes

AI Assistant Page & Component Suite:
- Added dedicated AI Assistant chat interface (src/pages/ai-assistant/).
- Created use-ai-assistant hook and ai-chat-store Zustand store for global conversation state management.
- Implemented ai-assistant.service.ts for backend API communication.
Dynamic AI Insights Component:
- Created AIInsightsPreview.tsx on the Reports page with auto-generating advice and interactive quick prompts.
Cross-page AI Quick Actions:
- Embedded context-aware AI suggestion prompts across Transactions, Budgets, Saving Goals, and Dashboard pages.
Navigation & Layout:
- Added AI Assistant navigation item to sidebar/header and layout quick actions.
Localization (i18n):
- Added full bilingual dictionary support (English & Vietnamese) in en.json and vi.json.
