feat(recurring): implement recurring transaction management and wallet balance formatting

Summary

This PR implements the frontend interface for Recurring Transactions (Upgrade 6) and enhances the wallet balance formatting and editing experience.

Key Changes

1. Recurring Transactions Management (`/recurring-transactions`)

Interactive Management Page: Full CRUD UI for recurring schedules (daily, weekly, monthly, yearly) with pause/resume and soft-delete capabilities.
Occurrence History & Schedule Preview: Added calendar preview of upcoming execution dates and history log of past occurrences.
Subscription Conversion: Integrated subscription candidate conversion into recurring transaction templates with wallet selection modal.
Disclaimers & Safety: Added clear UI notices clarifying that recurring entries are recorded inside FinWise only and do not trigger banking transfers.

2. Wallet Balance & Formatting Improvements

VND & Decimal Precision Handling: Refined formatBalanceInput and parseBalanceInput to correctly handle integer VND formatting without unwanted trailing .00.
Wallet Modal Update: Enabled direct balance editing and normalized initial values when opening the edit modal.

3. Navigation & Localization

Added /recurring-transactions under Business Operations on the Home Page and registered the route in the main layout.
Added comprehensive bilingual translations (en.json, vi.json) for all recurring transaction workflows.
